TOBB Takes Action for 'Mahir Eller'



The opening meeting of "Mahir Eller" Project, which was hosted by Mr. Rifat Hisarciklioglu, the The President of TOBB, was held on November14th, Wednesday, with the attendance of Mrs. Zehra Zumrut Selcuk, Minister of Family, Labor and Social Services and Mr. Ambassador Christian Berger, Head of EU Delegation to Turkey.

“Mahir Eller “ Project, which was actualized under the leadership of TOBB and in cooperation with The Economic Policy Research Foundation of Turkey (TEPAV) and the financial resources provided by EU, aims to specify occupational skills of 30 thousand people, certify of 15 thousand and employ 3 thousand.

 

Cities of Implementation

Mr. Hisarciklioglu emphasized that the project was focusing on the cities which are densely inhabited by the Syrians under temporary protection; namely Adana, Bursa, Gaziantep, Hatay, Istanbul, Izmir, Kayseri, Kilis, Konya, Mardin, Mersin and Sanliurfa and also stated that they are planning to reach everyone who possess required vocational competencies and experience and are in seek of better working conditions.

President of TOBB also stated that both Turkish citizens and the Syrians under temporary protection would be able to certify their qualifications and competencies via this Project and be able to find jobs more easily as well as they’d be supporting and contributing to the companies and Turkey’s economy and added:

“I am inviting all companies in the named 12 cities to announce themselves as the volunteering employers in order to ‘Live together, work together’. Our Government is supporting us in this matter as well. 10 percent of the total cost of the employees shall be reimbursed by our State for a six months period during the Project. Our employers would be able to receive consultancy regarding the whole process within the scope of this Project at our Chambers in the 12 cities.”

President of TOBB, who underlined that this was not only an employement project, but that it would constitute a map of 30 thousand people’s vocational competencies and skills as well as the qualifications that are required by the companies.

Mr. Hisarciklioglu, President of TOBB, “Both our citizens and the Syrians, who are currently under temporary protection shall benefit from this project. Not only our refugee brothers but also whole Turkey will get the best out of it.”

 

Project will extend to a total of 30 thousand people in 12 cities 

Ms. Zehra Zumrut Selcuk, Minister of Family, Labor and Social Services said, “ It is a significant target that ‘Mahir Eller’ Project will extend to a total of 30 thousand people in 12 cities, consisting of both our citizens and the Syrians under temporary protection. Employment of 3 thousand people will contribute to the economic harmonization of our citizens as well as the refugees. Approximately 15 thousand people are estimated to pass the exams and will be certified accordingly, which is a significant step in order to provide the labor market with the qualified labor force that it has been requiring. In order to promote the employment of these certified people, 10 percent of their minimum wage and the sum of Social Security employer premiums shall be met by the project budget for a duration of six months.”    

Mr. Ambassador Christian Berger, Head of EU Delegation to Turkey described “Mahir Eller” Project as “a reinforcement to support the employment of refugees via certain targets, vocational guidance and certification.”

 

“Turkey’s efforts as a host country was enormous”

Mr Ambassador, stated that the primary objective of the “Mahir Eller” Project was to facilitate the economic integration of people living in cities, which are densely inhabited by the refugees, via assessment of vocational competencies and certification. Mr. Ambassador added that EU would keep on supporting refugees and was proud to be contributing to the impressive efforts of Turkish Government.

 

What is the objective of “Mahir Eller” Project?

TOBB is realizing this significant project in order to enable the participation of Turkish citizens and Syrians under temporary protection in the economic life. The Project, which is financed by EU, runs a budget of 15 Million Euro and covers 12 cities. “Mahir Eller” Project is a joint attempt of TOBB and Economic Policy Research Foundation of Turkey (TEPAV), which is planned to reach 30 thousand people. 

Implementation of the project is realized by the teams which are situated in the Chambers of Commerce and/or Industry, namely Adana Sanayi Odası (ADASO), Antakya Ticaret ve Sanayi Odası (ATSO), Bursa Ticaret ve Sanayi Odası (BTSO), Gaziantep Sanayi Odası (GSO), İstanbul Sanayi Odası (İSO), Ege Bolgesi Sanayi Odası (EBSO), Kayseri Ticaret Odası (KTO), Kilis Ticaret ve Sanayi Odası (KİTSO), Konya Ticaret Odası (KTO), Mardin Ticaret ve Sanayi Odası (MTSO), Mersin Ticaret ve Sanayi Odası (MTSO), Sanliurfa Ticaret ve Sanayi Odası (SUTSO).

The primary objective of the project, which was initiated with the motto “Certify your vocation, raise your distinction”, is to certify the existing vocational skills of Turkish citizens and Syrians under temporary protection and increase their eligibility of employment.

“Mahir Eller” Project which would take two years is being implemented in Adana, Bursa, Gaziantep, Hatay, Istanbul, Izmir, Kayseri, Kilis, Konya, Mardin, Mersin and Sanliurfa. Within the scope of the project, which is being realized with the partnership of Chambers of Commerce and Industry of the above mentioned cities, skills of 30 thousand people shall be mapped and their vocational competencies shall be specified. 20 thousand of them will be taking vocational competency tests and 15 thousand are estimated to receive their certificates. 3 thousand of them will be employed. Nevertheless, up to 2 thousand people shall be benefiting Turkish language courses, if necessary.

 

It is a win-win project

There is meant to be incentives for every profile. Turkish citizens, who work or is looking for a job and want to certify their vocational competencies, Syrians under temporary protection and students of vocational and technical education who are the fresh candidates of labor force market.

Approximately one thousand companies in 12 cities are estimated to be ‘volunteering employers’. Those companies will get the chance to employ people of whom vocational competencies are certified. Nevertheless, employers will benefit from the scope of the project and certify their existing employees’ vocational competencies free of charge. Besides, there shall be additional incentives for employing people within this project. The charges of working permits and and 10 percent of the total cost of newly employed shall be met for a duration of six months. Employers shall be able to benefit from these incentives for the people they employ within the scope of this project.

Companies shall be provided with information regarding legal process of GKAS and the intended population of the project shall be informed about the mass labor health and security principles.
