Mahir Eller Project Supports Employment in 12 Provinces



INCREASED EMPLOYMENT INCENTIVES TO THE EMPLOYERS

Another step to reduce the effects of the corona virus pandemic on the economy was taken within the scope of "Mahir Eller" Project. The scope of financial supports to be provided to the employers to increase employment in 12 provinces as Adana, Bursa, Gaziantep, Hatay, Istanbul, Izmir, Kayseri, Kilis, Konya, Mardin, Mersin and Şanlıurfa, where the project is implemented, has been expanded.

The employers were offered the opportunity to certify their employees free of charge with the new regulation made as result of the negotiations with the EU Commission, as well as the amount of incentives to be given in case of preference of people who received Vocational Qualification Certificate from the Vocational Qualifications Authority (MYK) within the scope of the project in new employments.

In "Mahir Eller" Project, which is supported by the European Union, coordinated by the Union of Chambers and Commodity Exchanges of Turkey and cooperated by TEPAV, successful results were achieved in determination and certification of the professional competences of Turkish citizens and the Syrians under temporary protection in Turkey (GKAS) and in increasing the awareness of the employers on importance of formal employment.

290 EURO OF SUPPORT FOR EACH CERTIFIED EMPLOYEE

With the new regulation, the amount of financial supports given to the employers has increased to 290 Euros for 3 thousand people who have professional competence certificates within the scope of the project. In this context, an incentive payment of Turkish Lira equivalent of 155 Euros will be made to the employers to support the monthly gross minimum wage payment, and Turkish Lira equivalent of 135 Euros to support the payment of monthly insurance premiums.

With the application, which covers not only the new employees, but also the existing employees, it will be ensured that the employers are encouraged for new employment and that they are relieved by reducing the current expenses. The only condition for the employers to benefit from this incentive is that their employees or the persons to be employed by them have received a certificate within the scope of "Mahir Eller" Project.

In addition to the incentive of 290 Euros, the cost of work permits arising from the employment of Syrians under temporary protection will be covered from the project's budget. The employers will be able to benefit from incentives even in the case that the persons to be employed are placed in a job other than their certified fields.

PROJECT'S DURATION HAS BEEN EXTENDED BY 6 MONTHS

In the project, which supports qualified production, certification of Turkish and Syrian workforce and employment of persons with high professional knowledge certificates, a step was taken to compensate the time lost due to the pandemic. The duration of the project, which has been carried out since 2018 in cooperation with the Chambers of Commerce and Industry in 12 provinces, has been extended until the end of June 2021.

With the extension of time, the exam activities carried out within the scope of the project were also rearranged. Accordingly, the Authorized Certification Bodies (YBK) will design their exam centers in accordance with the social distance rules of the corona virus and they will carry out the exams within the necessary hygiene rules based on the guide published by MYK within the framework of combating coronavirus. In addition, the exams will be monitored by camera recordings and it will be checked whether the measures are followed. Disinfection costs of YBKs can also be covered from the project's budget.

FREE CERTIFICATION FOR EMPLOYEES IN 143 FIELDS

Within the scope of "Mahir Eller Project" carried out with the slogan "Certify your profession, reveal your difference", 143 professions can be certified through the Authorized Certification Bodies. The project offers job seekers the opportunity to certify their competencies free of charge and thus to be employed more easily, as well as it offers the employers the opportunity to certify their current employees without paying any fee. One of the most important advantages of the project for employers and individuals is that the candidates who fail in the first exam are offered a make-up exam again without any charge. 

Within the scope of the project, approximately 18 thousand people have been evaluated so far. Theoretical and practical vocational qualification exams were held for 5 thousand 62 people. Approximately 3.500 people who took the exam were entitled to receive the professional competence certificates.

Mahir Eller Project aims to make 15 thousand people receive MYK Vocational Qualification Certificates and 3 thousand certified people benefit from the employment incentives.
